Fix problem with norwegian characters ÆØÅ

Problems when automatic mails are sendt to customers. Text on my webpage looks good, with the ÆÅÅ working perfect. But when the text is sendt on email to my customer it does not have the ÆØÅ in the right format. This problem is also when using a payment module, SendRegning. This is a norwegian module for sending invoices to customers. The data they recive from my site does not have the correct ÆØÅ. Its required that the person bidding have to start right instantly.
