PHP help needed to download a file from password protected folder on the server

I have a [login to view URL] file on a dir (SVC) in my server which is protected by Httaccess
username and password I have them both.
What I need is this when [login to view URL] is called it start to download [login to view URL] automatically.
No password should be exposed in the process.
The [login to view URL] should not be placed in the svc folder.
I need step by step guide to do this.
I need this ASAP in 2 hours max
