We are building a reverse auction site using the open source software found on tenderSystem.com. We will be using the majority of the software's functionality but we will change some of it and add new features. All details can be found in the attached specification. Developer will need to provide new layout, logo design, and add new functionality spec'ed out in the attachment. One of the customizations is a real-time Flash-based tracking tool which will give updates on the auction as it happens. Developer should be familiar with the concept of "Reverse Auction". Please bid carefully, and accurately. Don't just bid the highest amount. Please research, estimate, and ask me questions in order to provide an accurate bid. I would also like you to provide an estimate of how many hours of work you expect it to take you. Please send estimated hours in a separate message. Also try and group the hours (example: 20 hours for Flash-based tracking tool, 10 hours for graphic design, etc). PLEASE email with questions.
