Simple Web Page to display line in audio and screen captures

I am looking for someone to build me a simple webpage that can stream line in audio from a dedicated box and also stream a portion of very low quality video that is captures from a portion of a screen. I have a public safety scanner i'd like to stream the audio and it has serial out that integrates with uniden software that replicates the frequency its scanning as displayed on the front of the scanner. This is all that needs to be on the page along with some google ads, and maybe links. very simple page I just don't know how.
