A program for presenting on-line interactive college level courses on CD and the Internet, including: 1) Course software and templates to enable authors to input their course materials, objective test questions, and ancillary materials that are made available to students on CD and the Internet for study. 2) Management software to maintain author, professor, student, and course records, billing, and maintenance. This is a complex project requiring sophisticated programming and qualified coders. Bidders working alone, without a staff of programmers, are probably unable to handle the work. Detailed specifications are provided in Word files and the concepts are illustrated with Power Point presentations. Bidders should unzip the file [login to view URL] and first read Word file [login to view URL] carefully to decide if they are interested, then study all other materials before submitting bids. The specifications are numbered for easy reference. Do not set a bid price if you do not understand any part of the specifications. In that case, enter your bid without a price and indicate which part of the specifications you need clarified. Be clear and explicit with your questions. Buyer will reply to questions promptly, usually with a broadcast message to all bidders. Indicate your bid price only when you fully understand the specifications and are confident of your ability to do the work. The recommended language for development should take advantage of any combination of C, C++, Python, PHP, and MySQL. Perl or Java should probably be avoided. Coder will include appropriate documentation and help screens written in good English for program users. Buyer is open to suggestions on all aspects of the project. The coding requirements as well as deadline requirements of this project are stringent. Time is of the essence and quality of the work is crucial. Although price is significant, evidence of coder competence and ability is more important than a low bid. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. The web site has to be accessible with all popular web browsers, including Netscape, Opera, Firefox, Internet Explorer, and others. Macromedia Authorware may be suitable as well as some Adobe programs such as Acrobat Book Reader. The final program will reside on a server running on Linux. The program should be transferable to CD ROM for use in CD or DVD drives on PCs and laptops using Linux or Windows 98 and later versions. Buyer will consider advice and suggestions of bidders.
