Pick similar Photos from database

The requirement will be like There will be images stored in database or file system. User will have the open in webPage to choose a file, the selected file will be searched for similar face in database. Example, somebody's beard image is already stored in database and you have his latest image with shaved face. When you will select the shaved face image and click search, It will search for his similar image. Attached are the few examples. There should be NO hardcoding in the program.
