Mission Notifier

Here is what I need; Admin interface, email function, 1) Write the code necessary for admin(multiple) to be able to post (via a web based interface) to a form which will post to web page. The form objects must fill in a template so when Posted every job will have the same format. NOTE: There will be about 50 total items on the Input form, almost all are text areas, check boxes or drop downs with the exception of the small line of code we will need for a “Map it” or “google maps” function on six of the objects, AND the time converter to make sure all times are military (24 hour clock) I just want it to post ONLY the<title> & <link> to the page. Clicking the link should then open the full post. Admin form must have Preview Mode (to see what the post will look like) AND Post / Edit buttons on the preview page. 2) Must have Registration/Login mode for members. This registration form will have about 12 objects INCLUDING four check boxes to signify preference to which NOTIFICATIONS the member wants to receive via email. (I know, so far this sounds like most bulletin boards or word press blogs but this is where it gets a little tricky.) On the Registration page there will be four (4) Email Notification Options with the A option set as a default (for notifications of all postings) and the other three, B, C or D (for notifications of a single category Only) set as an alternate choice. Now the only trick is/ if possible without braking the bank, when Admin post a Notification I would like it to automatic email the category members above. The email just needs to automatically include a greeting and the <title> & <link> to the page and a closing statement. (this can be accomplished with a template, maybe using Smarty might be a choice?? There will be some other minor things but that is the basics. This should be a Slam Dunk for a real programmer. I have a DROP DEAD Deadline of NOV 1st, for this to be TESTED and up and running on the new server, with no bugs. I want to upload it to a LIVE Test Server atmosphere ASAP, so I will entertain bids for only a few days maybe a week, or less if someone comes up with a great bid. I need someone who is reliable and efficient , PLEASE do not exercise me, this project is a go.
