Picture/Screenshot Maker Website

I would like a website made that resembles that of Gyazo.com. I want users to be able to download the program that you will make, and the program will allow them to highlight a part of their computer screen and it will take a screenshot of that area and upload it to the website so that they can see it. Again refer to [login to view URL] if you want to see what I'm talking about. The only difference is I don't want a "history" section like Gyazo. I just want them to be able to see the picture one time and the picture gets erased after a month. I would also like the option for users to be able to "Go Pro/Premium". If they go Pro, then they get to see all the pictures they have taken and they don't get deleted. Payment options should include Google checkout and Paypal. And of course the website will need a login/register system. I hope this doesn't sound like too much, it shouldn't be too hard in my opinion.
