10892 simple freebie-site

I want to create a simple freebie-site, where users can register and login. I also need a simple admincp to confirm commissions, manage members, add/delete offers, manage requested pay-offs. The user logins, completes offers (each offer has a given number of points, and 10 points have to be collected in total.) And the user has to refer friends with his ref-link. If the user has finished, he can request pay-off, and then he also can refer more friends and request pay-off again. No design needed. It needs to be securely and clean written.
