Perl based mailer, verifier

We have 3 applications that require an expert PERL programmer and server specialist. You need to understand SMTP, email and server infrastructure as well as PERL. TERMS: 25% upfront - balance due on completion. We also give you server and application access. 1.) CGI based mailer. - Currently runs on a dedicated server - Currently sends the message info through PROXY server (open port 8080) from the dedicated server (where the mailer resides) to a network of IP addresses residing on 2 other dedicated server networks. The mail job is split off among available IPs on the network. - Mail is processed through these IPs by sending through BLIND relay servers or SOCKS (1080) proxies (both). OBJECTIVE: We notice not all the mail is being delivered and think this is caused by either not maximizing the SOCK (port1080) connections or bad relays. We need you to take a look at the script and test/ monitor and improve deliverability output without harming speed (or causing it to stall). 2.) CGI HARVESTER: We have a server-side harvester as well. This checks foreign IP ranges for blind relays and then "feeds" the mailer with the results. It also checks SOCKs locations periodically on the web using a harvester portion to gather 1080 socks. OBJECTIVE: This application is not properly searching in multiple IP locations (at once) and takes too long to gather results. Also we feel the relays and socks that are harvested are not lasting very long at all (sometimes only a few minutes) and when this info is "fed" to the mailer it seems to be hurting mailer performance. 3.) CGI Verifier: Currently checks domain and then users on each domain. Current script is not working properly and is showing all addresses as "bad". OBJECTIVE: We need this application to be able to properly test and verify email addresses. Long term installation and support work is also offered (daily) as we have over 50 clients that use our solutions.
