Top Level Drupal Pro Needed

I am having a subscription notification issue with my current drupal site. Currently two problems: 1) Subscription option was previously at the very top of the page but a module upgrade has kicked it to the bottom. I have an example of where they should be from previous screenshots. 2) People who are subscribed to notifications and updates are not receiving them. This occured when we were trying to stop a spamming issue. Now we cannot seem to get them back going again. I need a skilled drupal worker asap that can: -be available online on msn IM -fix asap both issues (moving subsciption option back to top of page and get subscription notifications sending out again). Drupal version is the most recent version 5 (something like 5.23)
