Coding of Website To Be Similar to Flyerland.ca

I have a design ready but I need someone to code it. This will need php/mysql skills. The project is similar to flyerland .ca in terms of design and functionality. Where people will select a store and a flyer or list of products will be displayed with there sales prices. You can start from scratch and build or you can use a existing ecommerce platform such as cubecart or something to create the site similar to flyerland .ca When bidding please tell me how you would be going on about building this site. I do not need something complex just a simple ecommerce theme with no payment gateway. But it must have a import and export function where I can import csv files.
