Hi Sir, I am not a senior level programmer, i am new to wordpress, in fact i just started to study wordpress last february 2014, but as today, i have develop one and developing one more. Your desired output is achievable using existing free plugins, just for your info, so you don't have to pay more on the customized plugin you wanted to be made. I just noticed that all the freelancer have quoted a big amount of money for this project which is achievable by free plugin, maybe because they would create their own, but some may download it at github for free, i don't know. I cannot make my own plugin, i just want to inform you this. Good luck.
