Amazon AWS automatic re-pricing tool PHP/MySQL

We are looking for a PHP developer to create an automatic Amazon re-pricing tool. It will need to be able to take an ASIN, ISBN or EAN/UPC number and then query [login to view URL] for the lowest price and based on certain rules reduce the price in our database. We have a MySQL database of ASINs etc and we also have our current price in the database. This tool would need to periodically check for the current lowest price of that item and then enter in to a database table the time and price to keep a good record of the pricing history. Based on rules set by us on individual products or all of our products we want to be able to set rules like "always be 1p cheaper than competition" or "always be 10% cheaper than our competition" and based on the rule and the current lowest price, change the price in our database to match the rule set. We would also want tracking on what prices we have changed things to. We would want to be able to set bottom or top prices of which we would want it to automatically go to. A full list of rules would be provided to the awarded person. We want as much of the project to be done in OOP. We are after a quick delivery however it needs to be fully functional.
