Fix my php website

I have a website ([login to view URL]) that I had a freelancer create that is not working the way it should. It's built with a CMS I believe and he edited it to make this site. I need it completely redesigned with a new look and layout and to fix a number of items that he never did. I need the following (and probably a bit more) Page design is awful. It's not professional looking and looks very generic. Need it updated with a better theme and layout. No options for changing email or password. (no profile page) once a user is logged into their account. On user account (once user is logged in) would like to give the option for the user to view, delete and repost an archived (or expired) tournament. On a repost, allow them to edit before submitting. There is no way to add an admin user or edit an admin user. (password, email etc...), again no profile page. Under manage tournaments, there is no pending option for pending tournaments. They are listed under Active. (I can show the winning freelancer this) There is no way to list all pending tournaments and select all and approve. You must go to each tournament, click edit, then approve. Very long process.... Under latest tournaments (listed on the home page) the tournament listings are WAY too large. This needs to be organized better taking less space. I want to add a scraping option where I enter a website URL, the scraper goes out and I select what text to copy. There are several websites that list some tournaments and I would like to manually add them. Along with the above option, maybe the option to upload several tournaments by csv as well. Need to explore the idea of having companies connect to the site remotely to submit a tournament via an API. I am not even sure you can use what this freelancer did but please take a look and let me know your thoughts. Please note: If this site has to be re-written, I would prefer not to have it done in Laravel unless you can guarantee the site is secure (for example, secure .env file, etc...).
