If you want to allow Bank staff to create their own customized cheques from this website by choosing any template? How printing orders will be placed? I don't see any technical hurdles delivering this successfully but I wanted to talk to you about your selected budget. Would you be flexible in your selected budget or it is your maximum budget? I am not sure how you selected this budget range on Freelancer website, because cost of any project is based on the overall features/functionality.
