OpenCart user location module

We need OpenCart module that allow admin users to compose text and/or image information which will show to frontend users based on their location for selected place (city/town) … At the admin backend site, we need following options: 1. To choose (add/remove) place (city/town) for which the desired info to show… 2. To choose time period for which to show info (date from – date to)… 3. To compose text and image info in HTML (wyswyg) editor… At the user site (frontend) we need to have: 1. Composed information thought administration to shown to users in overlay windows, like those in our resselers registration form… ([login to view URL] --> click [За клиенти на едро - специални цени и отстъпки] on top second green field... 2. Information need to be show for each user just one time for one session… The location need to be based on the user location place (city/town), independently of the way they browse website (desktop/laptop/tablet, mobile etc…) For now just for Bulgarian cities/towns, but with possibilities to add cities/towns from other countries... For multilanguage usage all phrasses need to be in language file... EXAMPLE: For example use, we need to inform just our clients from Bourgas city, that this week we had for them new offer for free delivery if they purchase from our store. We need to set in admin backside: City/Town: Bourgas Time period: From – 15.02.2016 To: 21.02.2016 Message: HTML (wyswyg) editor area where to write and format text and/or image To client frontside: When some website visitor was located that it browse website from Bourgas, the system need to show him/her overlay popup with admin composed message. This window need to be shown just once for every user session and at minimum once per day if the user didn’t close it’s browser never (like me)...
