Public facing Moodle site, need permissions and process setup

I need someone to setup a secure workflow for an existing Moodle site. What i need is the following; The ability for a guest to view the frontpage and read about my product. Then when they want to apply for the course (i'm using a application plugin) they get redirected to the sign up form which will register them as a 'Pending user'. They will then be able to register using that Plugin. Once we have reviewed their application, we will add them to a new user group 'Approved user' where they can now book themselves on a course (face-to-face course) using a booking plugin (already installed). They can also now have access to Badges and update more details on their profile. Once they have completed this course we will give them the next level of access which will open up the next course as well as the wiki,forums and chat as well as more badges. There will need to be one more level of access for qualified instructors once they complete that course and from there they will complete other course which i can add myself. I'm mostly after getting the permissions right and also for my staff to be able administer the process. This task should be easy for a Moodle dev or admin so let me know if you interested. It will probably be a lot easier to explain over Skype or the like. Cheers
