Hello, For this project I would use the shapely and rtree modules. If in the future an API is needed I would build a web API using Tornado web framework; if the startup time / memory consumption is an issue we could also load the data into Postgres (PostGIS) and index it. I presume both geogson have polygon data. I can check if each polygon in building is fully contained in city file. This may however take a long time to run. So I can code for few samples to work . Relevant Skills and Experience Java or PHP and Loops
