Market Analysis of ISP market in Azerbaijan (locals only)

I need someone local in Azerbaijan to do a market research. I want to know the internet service provider market. How much do corporations pay for their internet connectivity and how much bandwidth do they normally use. I'm interested in medium to big size companies including internet providers itself. 1st task: find out what is paid on the market 2nd task: find out potential companies who are in need for additional bandwidth soon and how much they are ready to pay for it for a connection out of a Kiev datacenter 3rd task: find out the regulatory framework required for a foreign company to offer backbone services to ISP's and corporations. What licenses (if any) or registration are required to be a backbone Internet provider in the country. 4th task: find out potential partners who can provide the local loop from the datacenter(s) to the customer sites (fiber operators in the city etc.) If all works well, this can turn into a long term employment. To qualify for this work, you must be local to ukraine, speak the local language and have basic knowledge of internet services & technology (more on the transmission / routing etc than on services offered through the internet).
