website troubleshooting

I have a website and I have uploaded all files necessary for it to run properly. All files were downloaded from another website where this application ran perfectly. I need someone to see why this application isn't running. It is built on a Smarty template and references a relational database. There are three major components which should appear as tabs...Instrument, Training, and Feedback. The Training loads videos into a player based on a user selection. The Feedback Module is based on data entered in the Instrument Module. I am willing to FTP the programmer all files so that he/she can set up site on his/her own system.
