Bidding Web/Mobile App

We would like a web and mobile application that allows for people who are moving from one home to another to describe their moving needs and have moving companies and related services bid to service the customers move. The customer would fill out a form on our website, detailing certain aspects of their current home (e.g. square footage, number of bedrooms and bathrooms, address of current home, address of new home, etc.). They would also select which services they would like to receive bids for (moving companies, moving box rentals, cleaning services, painting services, etc.). They would establish the login credentials and then they would wait for bids to come in. On the other side, the participating companies would receive a notification if a customer had requested the services that their company provides. The company could evaluate the information from the customer and offer a price quote/bid. The company could also have the ability to anonymously request additional information. The customer would have a login page where they can see which bids have come in, and could select and pay for the services anytime until the close of bidding. They could also anonymously respond to requests for additional information from service providers. Please provide seperate price quotes for a web app, an Android app, and an iOS app (we are not sure which platform we want to launch from first).
