The scenario you mentioned appears to be occurring because one of the services which runs in normal mode is consuming all of the memory. If this is a Centos 6 or equivalent system then you can simply look into the /var/log/messages file. For other systems there will be similar steps to identify and isolate the service. There are other methods to solve this issue but I will be able to suggest the appropriate method ones I have all details.
