Recruiting Telemarketers for outbound sales campaign

I am looking for someone with a good knowledge of how to find online freelancers to find new outbound telemarketing agents for our online advertising sales campaign. The positions can be either hourly or commission based. Ideally, I'm looking for sales agents who can open and close sales; however, if need be, agents strictly focused on lead generation can be used if necessary. Tracking down agents without accents is CRUCIAL. For outbound sales to the regions we are calling, strong accents are simply not tolerated and will result in a failure of the campaign and complaints by customers.
