If I were in your position, I would hire both a native Tagalog speaker (bilingual in conjunction with English), and vice versa, a native English speaker. This will ensure that the translation you receive will not be excessively influenced by the translators' primary languages. In my experience, it is unwise to rely only on the native speaker of the language being translated, as they will often make regular mistakes in transforming their native tongue into the translated language.
