4k is OK if the scope isn't too big. You can add extra levels later.
I read the GameReq. The project scope is not cleared yet so I can't give you final quote.
I have some questions to estimate the scope of the first MVP(minimum viable product) version:
- How many levels, objects, weapons, skills, monsters, shops, npcs, quests, items....?
- Any other requirements: such as Reporting?
- Have you made wireframes for all scene in the game?
- You will be responsible for the game User Interface, Graphics Assets, Sounds?
Designing a game like this is very very very difficult. So this is how we should work:
Step1: you make a full game design document (Version 1). So I can make a game based on it.
Step2: You can test the game and request the changes to improve the game (Version 2,3,4...)
Step3: repeat step2 until the game is great.
