Need Prestashop 1.6 Expert for some modification ecommerce

Hi, everyone, First of all, I would prefer a professional or know Prestashop 1.6 very much. I need to do some modification on my prestashop store version 1.6.0.9 default bootstrap theme. Modification in css, [login to view URL], global css and other files require 1 - Star rating should be visible without mouse hover on product page list. 2 - add a "Free Shipping" text on product list if a product is assigned to free shipping 3- page product inside need modification as seen on my attachment 4- add a notice to say " We ship to "Your Country" will be detected by prestashop Geolocation Nothing to design, all image need i will provide. Send your skype of you can honestly do the job but do not try to do it if you are not sure. Thanks
